On January 14, 2016, the first dialysis center within the public private partnership project for dialysis services was opened in the Republic of Moldova.
To modernize the health system and connect the medical act in dialysis services to the high European quality requirements, the company BB-Dializa, as private privileged partner and the German consortium B. BRAUN & BB-HÄMODIALYSE, conveyed the experience of European dialysis centers and in such a manner aligned Moldova to countries with advanced dialysis services.
The event was attended by the leadership of Ministry of Health, National Health Insurance Company, administration of Republican Clinical Hospital, management of B. Braun, Romania, management of the project BB-Dializa LLC and representatives of Moldovan public medical institutions – Emergency Medicine Institute and Mother and Child Institute.
Acting Minister of Health, Mrs. Ruxanda Glavan welcomed the opening of dialysis center and stated that public private partnerships are very important for approaching the medical system of Moldova to the European standards.
“I feel an enormous satisfaction that today we are able to launch the first center of excellence for dialysis services. It was a dream that the authorities had for many years. I am glad that with joint efforts, with a spirit of initiative from both public and the private partners, we managed to overcome certain obstacles and today, on January 16, 2016, we can state that the Centre is operational. It was very important for the authorities to solve several problems: provide better access to services, ensure quality of dialysis services and rendering these services to all citizens who need dialysis. We would like very much that through this partnership to demonstrate that private-public partnerships are very beneficial” – mentioned Mrs. Ruxanda Glavan, the Minister of Health.
“When we designed and built the Center of Excellence in Chisinau, we pursued the most demanding international standards, which we have managed to successfully implement and sought to equip this center with high-technology, therefore the Dialyze Centre gets the image of a center of the future” – said Mr. Dmitry Onufreiciuc, manager of the BB-Dializa company.
Placed in the Republican Clinical Hospital (SCR), the Center of Excellence in dialysis services, with a surface of 1941 square meters, is bright and spacious, placed on 3 levels, thus ensuring equitable access and participation in renal replacement therapy to 400 patients.
“I am pleased to note a particular fairness in the procedure of the organization of dialysis center, which adds to my confidence in a friendly and productive cooperation, since our common goals are focused on the benefits of our patients, representing for us an absolute priority. The medical staff is competent and well trained, including in vocational training programs in the country and abroad, and all of these circumstances create an opportunity for high quality medical services within the Public Private Partnership, which we assume all together, “BB-Dializa” LLC and the Republican Clinical Hospital (RCH)” – stated Mr. Anatol Ciubotaru, the Director of the Republican Clinical Hospital.
The center is equipped with 48 dialysis machines B. Braun, a world brand in producing medical equipment, and the extension up to 64 devices, planned during 2016, will place this center among the first units with such capacity in Europe.
Attending the event, the director of B. Braun Romania, Mr. Gheorghe Bulat said that the Centre is a success and is one of the largest in Europe.
“It is truly a successful project. Today we can state that launching of such a dialysis center in Chisinau offers to the patients the same standard of treatment as any other dialysis center in the world. The equipment of this center is one of the last generation. Water treatment plant is an advanced one and this fact makes the center as an excellence center in Europe” – said Mr. Gheorghe Bulat, the director general of B.Braun Avitum, Romania.
This is an exclusively private center, nevertheless for the patients of the Republic of Moldova the access to services is insured based on the compulsory medical insurance policy.
,,We feel just like in Europe. The conditions and the quality of health care are exactly the same as we have seen in movies. For me it is very important, because I have to come here three times per week” – confirmed one of the patients for the guests of the event.
Medical services are complemented by counseling, dietary services tailored to specific meals of the dialysis patients. Thus, the components of an excellent medical service were harmoniously combined: professional staff trained in B.Braun centers, medical equipment of last generation and a friendly atmosphere for patients.
“It is a project with major social impact. Patients with end-stage renal disease, once included in dialysis, get this treatment until the end of their life. Our common duty is to improve the quality of life of these people, who have entered the Dialysis Center. This project is a dream for patients and medical staff, a dream that has become reality thanks to the effort that was made by representatives of public private partnership for dialysis services, ” – said Mr. Peter Cepoida, the medical director of the Center of Excellence.
The Centre of Excellence is one of the largest dialysis centers in Europe and the first center in Moldova according to European standards of treatment of patients in dialysis.
The honorable guest of the event, Professor Adrian Tanase mentioned that those who contributed in boosting the development of the project and parties involved in implementing the reform is nobody else than patients.
“35 years ago within the Republican Clinical Hospital the first section of dialysis was opened, with 8 ex-soviet devices, then followed other sections, but the first dialysis in Moldova was made 55 years ago, also at the RCH. Today’s event, for me personally, and for all professionals in this field is a new stage, the stage of implementation of public private partnerships in support of public institutions in the treatment of renal patients. We want to extend the network of dialysis centers in the country so that the service becomes closer to patients’ homes” – said Mr. Adrian Tanase, head of Urology and Nephrology Surgery Department of the Medical University “N. Testemitanu”, head of the Dialysis and Renal Transplantation section of the RCH, Doctor of Medicine, professor.
The company BB-Dializa will open two other centers in the north and south of the Republic of Moldova, in 2016. For the implementation of the project “Public-private partnership for dialysis services”, the German consortium, represented in Moldova by the German company BB-Dialysis, will invest about 15 million Euro.
